New Zealand retailers could soon see significant relief from payment processing costs after the Commerce Commission released a draft decision recommending lower fees on company card transactions. The proposal is expected to save businesses around $40 million annually, adding to earlier fee reductions that have already delivered substantial savings across the retail sector. Commerce and Consumer Affairs Minister Cameron Brewer said the move addresses a long-standing concern among businesses that have been paying more than necessary to accept certain card payments. For many retailers, payment fees have become a growing expense that quietly eats into margins, particularly at a time when operating costs remain under pressure.

High Fees Often End Up Costing Consumers

When businesses are charged more to process card payments, those costs rarely stay behind the scenes. Retailers often recover the expense through surcharges or by increasing prices across their products and services, meaning customers ultimately feel the impact at the checkout. The Government asked the Commerce Commission last year to take a closer look at payment costs faced by businesses. The latest draft decision follows earlier efforts that reduced interchange fees on other card types and forms part of a broader push to create a fairer payments system.

Officials estimate that the Commission's work across several fee reviews could eventually save businesses as much as $290 million every year. Those savings are expected to flow through the economy as businesses face less pressure from payment-related expenses.

Company Card Charges Under Scrutiny

Company cards account for only a small portion of overall card transactions in New Zealand, yet businesses currently pay around $125 million annually in interchange fees linked to those cards. According to the Government, the fees charged on company card payments are nearly twice the level seen in Australia. The draft recommendation aims to bring those costs closer to what is considered reasonable for processing payments.

Supporters of the change argue that retailers should not be paying excessive charges simply to accept commonly used payment methods. Lowering the fees could help create a more balanced system that benefits both businesses and consumers, especially as electronic payments continue to dominate everyday transactions. If the recommendation is adopted, retailers across the country may find it easier to manage costs, while shoppers could benefit from reduced surcharges and less upward pressure on prices.
