The South African Police Service (SAPS) has dismissed Major General Richard Shibiri, the former head of the organisation's Organised Crime component, following the completion of internal disciplinary proceedings. In a statement issued on Friday, SAPS said the disciplinary process was conducted in line with its regulations and followed the principles of procedural fairness. The outcome brings to a close a high-profile case involving one of the country's senior police officers.
According to SAPS, Shibiri was found guilty of misconduct linked to actions that damaged the reputation of the police service. The charges included allegations that he associated with a known criminal, conduct that the organisation deemed incompatible with the standards expected of a senior law enforcement official.
Madlanga Commission Findings Triggered Investigations
The case against Shibiri emerged from recommendations made by the Madlanga Commission, which was established to investigate allegations of wrongdoing involving police and municipal officials. In January, the Presidency announced that 14 senior officials from SAPS and the Ekurhuleni Metropolitan Municipality had been referred for further investigation after the commission identified evidence suggesting possible misconduct.
The commission had submitted its interim report to President Cyril Ramaphosa in December 2025. After reviewing the findings, the President accepted the recommendations and authorised further action where necessary. The Presidency explained at the time that referrals were made in cases where the commission found prima facie evidence of wrongdoing. Investigations were assigned to various bodies, including SAPS, the Independent Police Investigative Directorate (IPID) and the Ekurhuleni Metropolitan Municipality.
Accountability Measures Continue Within Police Service
Shibiri was one of five SAPS officials named in the commission's recommendations for investigation. His dismissal marks one of the most significant disciplinary outcomes arising from the interim report so far. The development reflects ongoing efforts by authorities to strengthen accountability within law enforcement institutions and address allegations of misconduct among senior officials.
While SAPS has confirmed the disciplinary finding and dismissal, no further details regarding possible criminal investigations or additional proceedings against Shibiri have been disclosed.
