Rajasthan govt considering to provide relief to violators of amended MV Act from hefty penalty

Rajasthan Transport Minister Pratap Singh Khachariyawas on Sunday said the state government is considering to provide practical relief to violators of the amended Motor Vehicles Act from hefty penalty charges. He said a meeting of department officials will be held on Monday and a decision will be taken on the basis of the possibility of giving relief to the common man according to the powers of the state government.

Khachariyawas said motorcycle is the common transport vehicle of the common people and it is not practical to impose hefty fine on it. In some cases, penalty is more than cost of the vehicle. Similar is the case with e-rickshaws and old four-wheelers, the minister said. He said there is no conflict of interest between the state government and the Centre on the Motor Vehicles Act but effective prevention of accidents is possible if the ideas and practical suggestions are mutually exchanged.

The Transport Minister said the state government is also considering to simplify the process of making a driving license. He said the possibility of making of a driving license at the panchayat samiti level can be considered under the ambit of the Motor Vehicles Act.

The Parliament passed the Motor Vehicles (Amendment) Bill, 2019, in July. The new law seeks to tighten traffic regulations and impose steep penalties for violations of traffic rules. Under the new law, people not wearing helmets or seat-belts will be fined Rs 1,000, up from the earlier Rs 100, while those driving without a licence can be fined Rs 5,000, up from Rs 500, or face 3-month jail.
