Biden considers testing constitutionality of debt limit

U.S. President Joe Biden said on Tuesday he is considering invoking the Fourteenth Amendment of the U.S. Constitution even as he continues talks to end a deadlock on the debt limit, but that doing so would require litigation.

"When we get by this, I'm thinking about taking a look at months down the road to see what the court would say," Biden told reporters. "I have been considering the 14th amendment." But, he added, "it would have to be litigated."
