During his speech at the United Nations General Assembly in New York, Macron stated, "We have a Security Council that is blocked... Let’s make the UN more efficient. We have to make it more representative." He advocated for the inclusion of Germany, Japan, India, Brazil, and two African nations as permanent members.

India, which last served as a non-permanent member in 2021-22, has long pushed for UNSC reform, arguing the current structure, established in 1945, is outdated. Macron also highlighted the need to change the UNSC's working methods, including limiting veto powers in cases of mass crimes. His remarks align with calls from broader international leaders, including Prime Minister Narendra Modi and UN Secretary-General Antonio Guterres, for urgent reform to maintain the council’s relevance and credibility.
