Despite internal party divisions, he named a mix of rivals and allies to his cabinet, including two women among the 20 ministers. Key appointments include Katsunobu Kato as finance minister and Yoshimasa Hayashi as chief cabinet secretary. The Nikkei stock index reacted sensitively to his win, but has since stabilized.
