Ukraine's Strategic Defense Revamp: Wage Hikes and Global Recruitment Drive
In response to manpower shortages amidst ongoing conflict with Russia, Ukraine plans to raise military wages and recruit additional foreign fighters. President Zelenskiy announced steps to increase defense spending, including a significant loan from the EU, and plans to enhance military resilience with new payment mechanisms.
President Volodymyr Zelenskiy announced Ukraine's strategy to overcome manpower shortages in its military, a consequence of the protracted conflict with Russia. Speaking on Friday, Zelenskiy outlined plans to increase wages and recruit more foreign fighters, aligning with boosted defense expenditures.
In May, the government revealed plans to study methods to grow military personnel numbers following stalled negotiations for peace. "We have decided on measures to strengthen financial stability and continue transforming our army," Zelenskiy stated. New payments are set to begin by June, facilitated by a mechanism approved by the cabinet of ministers.
Financed by a €90 billion EU loan, Ukraine's defense budget will hit a record 4.4 trillion hryvnias. The government aims to raise the basic military wage by one-third, offering combat soldiers considerably higher earnings and introducing fixed-term contracts to incentivize service. Zelenskiy also aims to create more recruitment avenues for foreign volunteers, as an estimated 10,000 join from over 70 countries.
