The Union Environment Ministry has struggled to issue final notification despite six drafts since 2014, covering 56,825.7 sq km across six states, due to persistent state objections.

Following fatal landslides in Kerala, urgency has spiked. The ministry is interacting with states for a feasible solution, proposing restrictions on mining and construction.
