Authorities declared a state of emergency in the Lipetsk municipal district, leading to the evacuation of four villages, some near an air force base where a fire had broken out. Local emergency officials, cited by the Interfax news agency, confirmed the fire incident.

Governor Artamonov dismissed social media calls for a city-wide evacuation as psychological warfare. Ukrainian authorities have not confirmed any strikes on the Lipetsk region.
