Vision 2047: CWC's Strategic Plan for Water Management

The Central Water Commission (CWC) has outlined its Vision 2047 to tackle climate change challenges. Chairperson Kushvinder Vora detailed short-term, mid-term, and long-term goals, including capacity building, updated guidelines, remote sensing studies, and improved monitoring. Key initiatives are developing indigenous software for modeling exercises and expanding glacier monitoring.

The Central Water Commission (CWC) is charting a new course to tackle the evolving challenges posed by climate change, outlined in its Vision 2047 strategy, Chairperson Kushvinder Vora announced.

Speaking to PTI, Vora detailed the commission's strategic plan divided into short-term, mid-term, and long-term goals aimed at bolstering India's water management infrastructure. The strategy takes a comprehensive approach to address immediate, medium, and long-term needs.

In the short term, the CWC is focusing on capacity building and revising existing guidelines, incorporating new ideas where necessary. Key areas under review include the Glacial Lake Outburst Flood (GLOF) consideration and enhancing monitoring capabilities to manage the increasing frequency of extreme weather events.

Mid-term goals involve expanded research using remote-sensing technology for crop area evaluations and irrigation project assessments. The CWC is also developing a mobile app to monitor water bodies, supported by multiple MoUs with various organizations.

In the long term, the commission plans to develop indigenous software for modeling exercises, a crucial step in managing flood risks, particularly in the Himalayan region. A new centre of excellence for modeling will soon be launched, Vora explained, which will significantly aid in flood risk management caused by glacial lake bursts.

With an expansion of glacier monitoring from 902 to 2,500, the government aims to better predict and prevent disasters like GLOFs. Comprehensive 30-year hydrological data is used for continuous risk analysis of dams.
