Neto, 24, boasts 135 appearances for Wolves, tallying 14 goals and 24 assists since his 2019 arrival from Braga. He also has experience in Serie A with Lazio and has earned 10 caps for Portugal, featuring in all three of their group-stage matches at the European Championship in Germany.
Expressing his excitement, Neto said, "I feel really grateful to have joined this club. I have worked really hard in my career to be here and I'm looking forward to getting on the pitch with this shirt." Notably, Chelsea has already added nine players this transfer window and will face Manchester City in their Premier League opener on Aug. 18.
