Universities across the world are embedding artificial intelligence (AI) into classrooms, research workflows, and administrative systems, but governance and ethical safeguards are struggling to keep pace. As AI tools increasingly influence assessment, student progression, and learning outcomes, higher education institutions face mounting pressure to balance innovation with accountability.

New research published in the journal Education Sciences indicates that without clear policies, staff training, and ethical oversight, AI risks amplifying inequality and weakening academic standards rather than strengthening them.

Titled A Systematic Review of Artificial Intelligence in Higher Education Institutions (HEIs): Functionalities, Challenges, and Best Practices, the study collects evidence from 35 peer-reviewed empirical studies published between 2014 and 2024, offering wide-ranging assessments of AI adoption in higher education.

AI’s core functions expand across teaching, learning, and research

The review identifies a clear pattern in how AI technologies are being deployed across higher education institutions. Most applications fall into three interconnected domains: instructional support, research facilitation, and administrative efficiency.

In teaching and learning, adaptive learning platforms and intelligent tutoring systems are among the most prominent tools. These systems personalize content delivery based on student performance, engagement patterns, and learning pace. By adjusting difficulty levels, providing targeted feedback, and recommending tailored learning pathways, AI enables a degree of instructional customization that traditional classroom models struggle to achieve at scale. This personalization is particularly visible in large courses, online programs, and blended learning environments where individual instructor attention is limited.

Generative AI tools, including large language models, are also increasingly used by students for summarization, idea generation, exam preparation, and clarification of complex concepts. The review shows that these tools are widely perceived as helpful for navigating dense academic material, managing workloads, and overcoming language barriers, especially for non-native English speakers. AI-supported language translation, grammar correction, and writing assistance have become central to accessibility and inclusion efforts in many institutions.

In research contexts, AI applications support literature reviews, data analysis, and research design. Automated text analysis, content synthesis, and pattern detection allow researchers to process large volumes of information more efficiently. For early-career researchers and postgraduate students, these tools lower entry barriers to academic research by accelerating routine tasks such as data cleaning, summarization, and initial drafting.

Administrative uses of AI are also expanding. Universities increasingly rely on AI-driven systems to manage course registration, student advising, academic planning, and resource allocation. Predictive analytics tools identify students at risk of dropping out by analyzing engagement data, grades, and behavioral patterns, enabling earlier intervention. Virtual assistants and chatbots provide round-the-clock support for student inquiries, easing administrative burdens and improving service responsiveness.

The review stresses that AI’s benefits are uneven and contingent. While efficiency and engagement improve, deeper learning outcomes do not automatically follow. In many cases, AI accelerates task completion without strengthening conceptual understanding, particularly when tools are used without pedagogical scaffolding or reflective guidance.

Academic integrity, skills gaps, and the digital divide emerge as major risks

The review documents a growing list of challenges that threaten the sustainable integration of AI in higher education. Academic integrity stands out as one of the most persistent and complex issues.

Generative AI systems can produce essays, assignments, and exam responses that are difficult to distinguish from human work using conventional plagiarism detection tools. This capability has outpaced existing assessment models, creating uncertainty around authorship, originality, and evaluation standards. The study finds that many institutions lack clear policies on acceptable AI use, leaving educators to manage integrity concerns on an ad hoc basis.

Beyond misconduct risks, the review highlights a widespread shortage of AI literacy among both students and faculty. Many users rely on AI tools without understanding their limitations, biases, or data dependencies. This lack of critical awareness increases the risk of misinformation, superficial learning, and over-reliance on automated outputs. Infrastructure and access gaps further complicate adoption. Rather than closing educational gaps, poorly governed AI deployment risks widening them by concentrating benefits among well-resourced institutions and learners.

Ethical concerns extend beyond access. The review documents risks related to data privacy, algorithmic bias, transparency, and accountability. AI systems trained on biased or incomplete data can reproduce discriminatory patterns in grading, admissions, and student support. Without robust governance frameworks, universities may struggle to explain or challenge automated decisions that affect academic trajectories.

High implementation costs also pose barriers, particularly in resource-constrained settings. AI integration requires sustained investment in infrastructure, software, technical support, and staff development. In many cases, these costs are not matched by clear institutional strategies, resulting in fragmented adoption and inconsistent outcomes.

Another concern highlighted in the review is the potential erosion of human interaction in learning environments. As AI tools take on tutoring, feedback, and advisory roles, some students and educators report a weakening of student-teacher relationships. The review notes that while AI can enhance interaction in certain contexts, it cannot replicate the social, emotional, and ethical dimensions of human teaching.

Best practices point to governance, pedagogy, and human oversight

The review identifies a set of best practices that distinguish effective AI integration from superficial or risky adoption. At the core of these practices is the principle that AI should support, not substitute, human judgment and educational values.

Pedagogically, the most effective uses of AI align with constructivist and self-regulated learning principles. AI tools are most beneficial when they provide formative feedback, encourage reflection, and support active engagement rather than passive consumption. Institutions that integrate AI into course design as a supplementary resource, rather than a shortcut, report stronger outcomes in student motivation and participation.

Collaborative learning also emerges as a key area where AI adds value. AI-supported discussion platforms, peer review systems, and group project tools can facilitate communication and knowledge sharing when designed to promote interaction rather than isolation. In these contexts, AI acts as an enabler of social learning rather than a replacement for it.

Language support and accessibility represent another area of effective practice. AI-driven translation, writing assistance, and communication tools help create more inclusive learning environments, particularly for international students and those with diverse linguistic backgrounds. These applications are most successful when paired with guidance on academic standards and ethical use.

At the institutional level, governance and policy coherence are decisive. Universities that develop clear guidelines on AI use, assessment integrity, data protection, and ethical standards are better positioned to manage risks. Professional development programs that build AI literacy among faculty and students are essential to prevent misuse and dependency.

The study notes that AI ethics frameworks must be embedded into institutional decision-making, not treated as afterthoughts. Transparency, fairness, and accountability should guide the selection, deployment, and evaluation of AI systems. Human oversight remains critical, particularly in high-stakes areas such as grading, admissions, and student support.

The study also calls for context-sensitive implementation. AI adoption varies widely by country, discipline, and institutional capacity. High-resource universities tend to prioritize innovation and efficiency, while institutions in lower-resource settings face structural barriers that require tailored strategies rather than imported solutions.
