A man identified as Rajesh Khimji, described by officials as a 'serial offender,' was arrested in connection with an attack on Delhi Chief Minister Rekha Gupta at her camp office in Civil Lines. Authorities report that Khimji has a history of criminal activity in Rajkot, Gujarat, with several cases previously registered against him, including attempts to cause grievous harm, intentional insult, and unlawful possession of liquor.

According to officials, Khimji faced legal proceedings in Rajkot between 2017 and 2023 under various sections of the Indian Penal Code and the Gujarat Prohibition Act. Despite being acquitted in some cases, new offenses continued to emerge. The Delhi Police have now charged him under section 109(1) of the Bharatiya Nyaya Sanhita for an attempted murder relating to the attack on CM Gupta.

The accused allegedly carried out a reconnaissance of the Chief Minister's residence, captured CCTV footage, and meticulously planned the assault, as confirmed by the Delhi CMO.
