Parliament Takes on Manipur GST Bill Amid Heated Debate

The Lower House of Parliament began deliberations on the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, on Monday. Despite the adjournment shortly after convening, the bill's introduction marks a significant move to align Manipur's GST with central laws amid ongoing constitutional and political challenges.

The Lower House of Parliament on Monday initiated discussions on the Manipur Goods and Services Tax (Second Amendment) Bill, 2025. Union Finance Minister Nirmala Sitharaman spearheaded the bill's introduction, despite interruptions from opposition members.

The Central Goods and Services Act of 2017 underwent amendments with sections 121 to 134 of the Finance Act 2025. These modifications, enacted in 2024 and effective from October 2025, necessitate Manipur to update its GST laws to mirror central legislation. Finance Minister Sitharaman pointed out delays due to Manipur's assembly suspension amid the persistent directives for state alignment.

BJP MP Shashank Mani emphasized the transformative impact of GST reforms under PM Modi's leadership, citing new reforms known as GST 2.0. The proposed act aims to replace the President-remanded ordinance, highlighting urgent legislative attention amid the President's ongoing proclamation impacting Manipur.

Despite adjournment after only 20 minutes post-convening at 2 PM, the legislation signifies a determined push for GST uniformity across states, as mandated by the 56th GST Council decision.

Meanwhile, Sitharaman also introduced a Health Security and National Security Cess Bill, aimed at generating funds for national security and public health, imposing a levy on manufacturing processes.
