Peru's Lifeline: Petroperu Secures $2 Billion State-Insured Loan Amid Uncertain Times
The Peruvian government has approved $2 billion in state-insured loans for Petroperu to maintain operations amid financial strains and high oil prices affected by the Iran conflict. This initiative aims to secure the nation's hydrocarbon supply without impacting public debt, relying on international bank funding.
The Peruvian government has authorized oil company Petroperu to pursue $2 billion in state-insured loans to stabilize its operations, as per an emergency decree issued Monday. Facing substantial debt and a complex restructuring, Petroperu highlighted the need for funds to sustain fuel production amid financial challenges and soaring oil prices linked to the Iran war.
According to the decree, the Energy and Mines Ministry will manage any related contingent liabilities, drawing on its budget to cover financial costs. Interim President Jose Balcazar labeled this measure as "exceptional," focusing on maintaining the nationwide hydrocarbon supply. Additionally, the Ministry could assume up to $500 million in the company's short-term contingent liabilities.
Prime Minister Luis Arroyo stated that the international bank-supplied funds would be processed through a state-guaranteed trust fund managed by Proinversion, ensuring no impact on Peru's public debt. He emphasized these funds are strictly for crude oil purchases and fuel supply. Petroperu, struggling with approximately $7.9 billion in debt and undergoing management changes, received about $5.3 billion in governmental support over three years to ensure operational continuity.
