Major Arrests in Uttarakhand Chit Fund Scam: CBI Cracks Down on LUCC Operatives

In a significant breakthrough, the Central Bureau of Investigation (CBI) has apprehended Sushil Gokhroo along with four other associates across various locations in India, as part of an ongoing probe into the LUCC Chit Fund Scam, a multi-state credit racket that has rocked the region of Uttarakhand.

Triggering these arrests were directives from the Uttarakhand High Court, which mandated the transfer of all pertinent FIRs to the CBI in 2025. The agency registered a case on November 26, 2025, invoking multiple sections of the Indian Penal Code, the Uttarakhand Protection of Interests of Depositors Act, and the Banning of Unregulated Deposit Schemes Act. The CBI has thus far unveiled a staggering level of public manipulation, with over one lakh investors ensnared into investing approximately Rs 800 crores into unregulated schemes, of which over Rs 400 crores remain fraught with fraud.

Efforts to track down the main culprits continue, as a special team intensifies the investigation using advanced surveillance and source intelligence. Primary accused Sameer Agrawal and his wife, Saniya Agrawal, have fled overseas, prompting CBI action with international notices. Illegally obtained properties have been identified, with efforts underway to freeze these assets and compensate victims under current legal frameworks. The accused are now set for a court appearance.
