New Delhi Bar Association (NDBA) Friday allowed the lawyers to open their chambers in Patiala House Courts complex on "odd-even basis", while requesting them to visit the premise only if "urgent". The chambers will be allowed to be opened from 9.30 A M to 12.30 PM, with only one lawyer along with one assistant/clerk, per chamber, the NDBA circular said adding that no litigants or clients will be permitted inside the court campus.

Chambers of lawyers were ordered to be closed after some Covid 19 positive cases detected inside one of the court campuses in Delhi.  In the circular, the NDBA secretary Nagendra Kumar said, "Life is more important than anything else. However, since there is no improvement in overall situation and number of Covid 19 positive cases rising day by day, we also have to find ways of going ahead taking all possible precautions." "It is decided to gradually open the lawyers chambers in phased manner while taking all possible steps to contain spread of Covid 19 cases and accordingly, chambers have been made open with effect from May 29, 2020 from 9.30 AM to 12.30 PM on add-even basis for the members/allottees to operate with certain guidelines," he said. The arrangement shall be reviewed after 15 days and necessary steps will be taken to bring total normalcy inside the campus, it said.

"In order to remain safe, we request the members to visit the courts only if urgent else stay at home and be safe; chambers with Odd numbers such as ending with 1, 3, 5, 7, 9 shall open on Monday, Wednesday and Friday whereas all even number chambers such as 0, 2, 4, 6, 8 shall open on Tuesday, Thursday and Saturday. Only one lawyer along with one assistant/Clerk, per chamber shall function with a face mask all the time; Litigants/clients etc. shall not be permitted inside the court campus/chamber," it said. Only Gate Nos. 1, 2, 4, 5, 6, 7 and 11 will be open, it said adding that "We all have to ensure that no crowding takes place on any particular gate and no litigant/client enters the court premises." Only self-driven vehicles will be permitted inside the court complex while in respect of chauffeur driven vehicles, it will have to parked outside court complex and drivers shall not be allowed inside court premises.

NDBA is making necessary arrangements for sanitization/ disinfection of chambers from inside. "Keeping the safety of members, it is advised that unless very important, please do not visit the court and stay safe," the circular said.
