Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, unveiled the updated Manual for Inspector cum Facilitator of the Employees' Provident Fund Organization (EPFO) in New Delhi today. The new manual underscores the significant transformation in the role of Inspectors, shifting from a traditional oversight function to a more comprehensive facilitation role.
Dr. Mandaviya highlighted that the updated manual, consisting of 16 detailed chapters, comprehensively outlines the duties and responsibilities of the Inspector cum Facilitator. The manual covers various aspects, including regulatory oversight, compliance fostering, outreach initiatives, and partnership building, aiming to enhance the efficiency and effectiveness of EPFO's field functionaries.
The manual aligns with the recently introduced criminal laws—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—integrating these legal frameworks into EPFO's operational practices. This alignment reflects EPFO's commitment to transparency, integrity, and efficiency in its operations.
Dr. Mandaviya emphasized that the manual will guide Inspectors cum Facilitators in becoming dynamic, empathetic, and resourceful champions of social security across India. He urged all officers to adopt the manual's guidelines to improve the ease of doing business and enhance public service delivery.
In addition to the manual launch, Dr. Mandaviya reviewed the outcomes of the previous Chintan Shivir. He stressed the importance of root cause analysis for addressing grievances and the need for continuous brainstorming to foresee and solve potential issues. The Union Minister also highlighted the use of arbitration, plea bargaining, and Lok Adalats to reduce the volume of legal cases.
Smt. Sumita Dawra, Secretary of the Ministry of Labour & Employment, and Smt. Neelam Shami Rao, Central PF Commissioner, along with other senior officials from the Ministry of Labour and Employment and EPFO, were present at the event.
