Mizoram Implements Groundwater Regulation Act: Aiming for Sustainable Water Use

The Mizoram government has introduced the Mizoram Ground Water (Control and Regulation) Act 2023 and the accompanying 2024 Rules, requiring households and individuals to secure government approval for groundwater extraction. This landmark legislation aims to balance groundwater use and ensure sustainability within the state, according to Public Health Engineering Minister Prof. Lalnilawma.
Passed in August last year, the Act addresses the critical need for equitable distribution and sustainable management of groundwater resources. The legislation, effective from September 18, 2023, and its Rules, notified on July 10, 2024, have led to the formation of the Mizoram State Ground Water Authority to enforce these new guidelines. The authority will oversee that permissions are obtained for domestic, commercial, or industrial groundwater usage.
Current groundwater extraction processes will undergo government inspections, with potential shutdowns if local aquifers are found depleted. Permits for extraction will last five years or until public water supply is available. Violations incur severe penalties, ranging from fines of Rs 5,000 to Rs 2.05 lakh and imprisonment of up to six months for repeat offenses.
