A Russian guided bomb struck a high-rise apartment building's fourth floor in Kharkiv, Ukraine's second largest city, causing casualties, according to regional governor Oleh Syniehubov.
Writing on the Telegram messaging app, Syniehubov reported the bomb's impact ignited a fire and obliterated most of one building entrance.
He also warned of potential individuals trapped beneath the debris amid ongoing rescue efforts.
