In a significant move aimed at boosting industrial development and infrastructure integration in one of KwaZulu-Natal's key maritime hubs, Transnet National Ports Authority (TNPA) and the City of uMhlathuze have officially renewed their cooperation agreement. The five-year Memorandum of Understanding (MoU), signed on Monday, solidifies a partnership that has already yielded critical operational improvements in the Richards Bay port and surrounding urban precincts since its original inception in 2018.

This renewed commitment will further empower both TNPA and the City to align national port priorities with municipal development goals, creating a coordinated framework to deliver strategic infrastructure, resolve disputes effectively, and co-fund transformative projects.

Enhanced Executive-Level Cooperation

The updated MoU is designed to bolster executive collaboration between TNPA and the City of uMhlathuze by institutionalising cooperative mechanisms and joint planning protocols. According to Acting TNPA Chief Executive Phyllis Difeto, the partnership represents a shared vision of regional prosperity through integrated development and smarter infrastructure planning.

"The MoU with the City of uMhlathuze reinforces our joint commitment to creating a thriving regional economy through collaborative planning and infrastructure delivery," said Difeto. "Together, we are shaping a more integrated and efficient development landscape that benefits both the Port and the City, while unlocking new opportunities for investment and community growth."

The partnership's success so far is exemplified in the way both entities tackled truck congestion in and around the port precinct. From 2021 to 2023, their joint interventions paved the way for the establishment of a truck staging facility set to open in 2024 and the launch of critical roadworks inside the port area. These developments have already improved logistics, traffic flow, and safety.

Environmental and Community-Focused Achievements

Beyond logistics, the TNPA-uMhlathuze partnership has brought notable environmental benefits. These include a beach replenishment programme and a lease agreement for the Alkantstrand Beach parking area. The leased site will serve as a casting yard for the North Breakwater Upgrade Project, scheduled to commence in mid-2026, reinforcing the port's coastal resilience and structural reliability.

Mayor Xolani Ngwezi of the City of uMhlathuze echoed Difeto's sentiments, applauding the agreement for supporting inclusive development goals.

"The City fully embraces the cooperation and commitment in collaborating on strategic operational catalytic development and safety and security environmental infrastructure of mutual significance," said Ngwezi. "We commit to working within the guidelines of this MoU."

Forward-Looking Projects and Economic Vision

Looking ahead, the renewed agreement will serve as a blueprint for several high-impact development projects, including:

  • Land exchange initiatives

  • Reclamation efforts at Alkantstrand Beach

  • Support for tourism and investor attraction efforts

  • Improved urban-port interface

Central to the framework is the coordinated implementation of key long-term initiatives, such as:

  • Richards Bay Ports Master Plan

  • The proposed Container Handling Facility

  • Planned Liquefied Natural Gas (LNG) infrastructure projects

These developments are poised to enhance Richards Bay's stature as an industrial powerhouse and logistics corridor, while also anchoring sustainability and community benefit into future planning.

TNPA underscored that the cooperation agreement aligns with its mandate to deliver efficient and sustainable port operations that are responsive to local needs. This mirrors the City's strategic vision for a people-centred, investment-friendly urban environment that thrives on port-led development.
