Shri Dilip Kumar, a senior officer of the Indian Railway Service of Mechanical Engineers (IRSME), has assumed charge as the Chief Vigilance Officer (CVO) of Steel Authority of India Limited (SAIL) on April 27, 2026, marking a significant leadership addition to one of India's largest public sector steel enterprises.

With over two decades of distinguished service in Indian Railways, Kumar brings extensive expertise in train operations, rolling stock maintenance, and human resource management, along with a strong track record of innovation and operational excellence.

A Proven Leader with a Strong Innovation Track Record

Throughout his career, Shri Kumar has held several key leadership positions, including Additional Divisional Railway Manager in East Central Railway (ECR) and Chief Workshop Manager at Harnaut in Nalanda, Bihar. His tenure has been marked by transformative initiatives that have enhanced efficiency, safety, and service quality within the railway system.

Among his notable achievements:

  • Development of the first ISO 9001 certified train in East Central Railway, setting new benchmarks in quality assurance

  • Introduction of in-situ wheel replacement techniques for wagons, significantly improving maintenance turnaround times

  • Leadership in the Madhubani railway station beautification project, widely recognized at the national level for integrating cultural aesthetics with infrastructure development

These contributions underscore his ability to combine technical expertise with innovative thinking—qualities expected to strengthen vigilance mechanisms at SAIL.

Academic Excellence and Global Exposure

An alumnus of IIT (BHU), Varanasi, where he earned his B.Tech in Mechanical Engineering, Shri Kumar has further enhanced his leadership capabilities through international training and executive education.

His global exposure includes:

  • Advanced management programs at INSEAD, Singapore

  • Leadership training at ICLIF, Kuala Lumpur

  • Specialized technical training in wagon bogie design at ARI, Chicago (USA)
