Centre Issues Heatwave Advisory to Protect Workers, Calls for Urgent Action

Highlighting the increasing intensity and frequency of heatwaves, the Ministry stressed that timely preventive action is critical to ensure worker health, safety, and productivity.

As temperatures surge across India, the Ministry of Labour & Employment has issued a comprehensive advisory to all States and Union Territories, directing immediate measures to safeguard millions of workers from the growing risks of heatwaves.

The advisory, sent to Chief Secretaries and Administrators, underscores the need for a coordinated, multi-sectoral response to protect labourers—particularly those engaged in outdoor and physically demanding work such as construction, mining, and daily wage employment.

Focus on Worker Safety Amid Rising Heat Risks

Highlighting the increasing intensity and frequency of heatwaves, the Ministry stressed that timely preventive action is critical to ensure worker health, safety, and productivity.

States have been asked to issue urgent directions to employers, industries, and construction firms to implement protective measures, including:

• Rescheduling working hours to avoid peak heat periods

• Ensuring adequate drinking water availability

• Providing rest areas and cooling arrangements at worksites

• Supplying ice packs and heat illness prevention materials

• Facilitating regular health check-ups in coordination with health departments

Special Guidelines for High-Risk Sectors

Factory and mine operators have been advised to adopt additional safeguards such as:

• Allowing flexibility in work intensity, including slowing operations during extreme heat

• Deploying two-person teams where continuous work is unavoidable

• Ensuring proper ventilation and cooling systems

The advisory places particular emphasis on vulnerable groups including:

• Construction workers

• Brick kiln labourers

• Daily wage earners

• Casual and informal sector workers

These groups are often most exposed to heat stress due to prolonged outdoor work and limited access to protective infrastructure.

Awareness Campaigns and Training Initiatives

To strengthen preparedness, States have been encouraged to launch awareness campaigns at labour hubs, public spaces, and worksites. These include:

• Display of heatwave safety posters and banners

• Dissemination of emergency contact information

• Outreach at labour chowks and industrial zones

Training bodies such as the Directorate General of Training (DGT) and the National Board for Workers' Education (DTNBWE) have been tasked with conducting programmes on:

• Causes and health impacts of heatwaves

• Safe work practices, including hydration and rest cycles

• Early identification of heat stress symptoms

• First aid and emergency response measures

Healthcare Systems on Alert

Hospitals and dispensaries under the Employees' State Insurance Corporation (ESIC) and the Director General of Labour Welfare (DGLW) have been directed to:

• Set up dedicated help desks for heatstroke cases

• Maintain adequate stocks of ORS, ice packs, and essential supplies

This step aims to ensure rapid response and treatment for heat-related illnesses, which can escalate quickly if untreated.

Strict Monitoring and Compliance Enforcement

Enforcement agencies, including the Chief Labour Commissioner (CLC) and the Directorate General of Mines Safety (DGMS), have been instructed to closely monitor compliance with labour laws related to:

• Safe working conditions

• Access to drinking water

• Ventilation and cooling facilities

• Periodic medical check-ups

Additionally, organisations like the EPFO and National Career Service (NCS) have been advised to ensure proper cooling and hydration arrangements during camps and outreach programmes.

Regular Reporting Mechanism Introduced

To track implementation, all concerned bodies have been asked to submit fortnightly status reports, enabling continuous monitoring and course correction where necessary.

With India experiencing increasingly severe summers, the advisory reflects a proactive push to reduce heat-related risks in the labour force—one of the most vulnerable segments during extreme weather events.

Officials emphasise that preventive planning, awareness, and strict enforcement will be key to mitigating the impact of heatwaves on workers and maintaining productivity during the peak summer months.
