Fast-Track Approval Unlocks $451 M Industrial Development in Christchurch

A major industrial land development in Christchurch has received Fast-track approval, paving the way for a significant expansion of the city's industrial capacity and reinforcing the Government's push to accelerate economic growth through streamlined infrastructure processes.
Infrastructure Minister Chris Bishop and Regional Development Minister Shane Jones confirmed that the Pound Road industrial development — led by Ngāi Tahu Property Development Holdings (NTP Development Holdings Limited) — is now the 20th project approved under the Fast-track consenting regime and the seventh in the South Island.
The approval marks a key milestone for the project, which was formally lodged in July 2025 and has progressed through the Fast-track system in approximately seven months, including a three-month suspension period. The relatively swift decision highlights the Government's intent to reduce regulatory delays and unlock high-impact developments across the country.
Transforming 60 Hectares into a Strategic Industrial Hub
Located on a 60.4-hectare site northwest of Pound Road and east of Barters Road, the development will transform a large parcel of land into a modern industrial hub designed to support Christchurch's growing business ecosystem.
The project will be delivered in stages, with approximately 50 industrial lots in the first phase and a total of 84 lots planned across the full development. Lot sizes will range from around 2,000 square metres to 1.5 hectares, providing flexibility for a wide range of business operations.
"This project will deliver high-quality industrial land at a scale that supports both emerging and established businesses," Mr Bishop said. "It's about ensuring Christchurch has the capacity to grow and compete as a key economic centre."
Driving Economic Impact and Job Creation
The Pound Road development is expected to deliver a substantial economic boost, with construction alone projected to contribute approximately $451 million to the economy. Once fully operational, the site is anticipated to generate hundreds of millions of dollars more through the activities of businesses that establish themselves there.
"Projects like this unlock economic growth and create jobs for local communities," Mr Jones said. "It's a clear example of how the Fast-track process is working as intended — giving regions the confidence to invest in long-term development."
The industrial hub is expected to support a range of sectors, including light manufacturing, logistics, warehousing, and other 'dry' industrial uses. These industries play a critical role in supply chains and regional productivity, particularly as demand for efficient distribution and production facilities continues to grow.
Supporting Christchurch's Expanding Business Base
Christchurch is home to approximately 48,000 businesses, many of which are seeking opportunities to expand or relocate as the city evolves. The availability of new, well-serviced industrial land is seen as a crucial factor in enabling that growth.
"This development will provide much-needed space for new businesses and allow existing ones to scale up their operations," Mr Bishop said. "It strengthens Christchurch's position as a hub for innovation, manufacturing, and logistics in the South Island."
Integrated Infrastructure and Environmental Oversight
As part of the approval, the developer will deliver essential supporting infrastructure, including internal roads, landscaping, and comprehensive three-waters services (water supply, wastewater, and stormwater systems). These investments are designed to ensure the site is fully functional and sustainable from the outset.
The project has been granted approvals under the Resource Management Act 1991, along with a Wildlife Act 1953 approval, subject to conditions aimed at managing environmental impacts and protecting local ecosystems.
Officials say the inclusion of environmental safeguards reflects a balanced approach — enabling development while maintaining regulatory oversight and ecological responsibility.
Fast-Track Process Gains Momentum
The Pound Road approval adds to a growing portfolio of projects progressing through New Zealand's Fast-track consenting framework, which was introduced to accelerate infrastructure and development initiatives deemed critical to economic recovery and long-term growth.
With 20 projects now approved nationwide, the system is increasingly being viewed as a key tool for overcoming traditional bottlenecks in planning and approvals.
