According to notifications shared by the Union Home Ministry, the Act will impact the Delhi Land Holdings (Ceiling) Act, 1960, among others, aligning with modern administrative mechanisms. By introducing proportions in penalties, this law hopes to bolster compliance through less stringent measures.
Crucially, the Act minimizes reliance on jail sentences, converting hundreds of fines and imprisonment clauses into civil penalties. By enabling the compounding of offences, the government seeks to foster a culture of responsibility, prioritizing preventive measures over punitive ones.
