The initiative marks a major shift from traditional paper-based workflows toward end-to-end digital processing aimed at improving efficiency, monitoring, transparency, and service delivery for Scheduled Caste welfare schemes across India.

PM-AJAY Scheme Focuses on Socio-Economic Development
The Department of Social Justice and Empowerment is implementing several welfare initiatives under PM-AJAY aimed at promoting the socio-economic development and empowerment of Scheduled Caste communities.
The newly launched PM-AJAY Portal and AJAY Mobile App are expected to modernize scheme implementation by enabling:
-
Real-time monitoring
-
Mobile-based governance
-
Digital surveys and planning
-
Faster reporting systems
-
Improved field-level coordination
-
Transparent fund tracking
-
Beneficiary-focused service delivery
Officials said the initiative aligns with the government's broader push toward digital governance and technology-driven welfare administration.
Transition from Paper-Based to Digital Workflow
The PM-AJAY Mobile App has been developed as a unified digital platform to replace traditional paper-based systems used for surveys, village planning, implementation tracking, and reporting.
The app is designed to support last-mile governance by enabling field-level officials and implementing agencies to carry out scheme-related activities directly through mobile devices.
According to the Ministry, the application offers seamless access to:
-
Scheme information
-
Monitoring systems
-
Reporting tools
-
Beneficiary services
-
Skilling and employment-related modules
-
Educational scheme management
The digital platform is expected to improve accessibility and reduce delays in implementation processes.
Major Components Integrated into the App
The PM-AJAY Mobile App integrates several important components under a single digital system.
Adarsh Gram Component
The application incorporates the Adarsh Gram component from the existing Pradhan Mantri Adarsh Gram Yojana (PMAGY) portal.
This component focuses on model village development for Scheduled Caste-dominated villages through monitoring of socio-economic indicators and development planning.
Grant-in-Aid (GIA) Component
The platform includes the Grant-in-Aid component under PM-AJAY, which supports:
-
Skill development initiatives
-
Livelihood generation
-
Employment-oriented activities
-
Welfare support programmes
Hostel Component
The hostel management component under PM-AJAY has also been integrated into the mobile application to improve monitoring and administration of hostels established for Scheduled Caste students.
Advanced Digital Features Introduced
The AJAY Mobile App includes multiple digital governance features aimed at improving operational efficiency and accountability.
Key features include:
-
Unified login system
-
Role-based access control
-
Geo-tagging functionality
-
Dashboard-based reporting
-
Mobile inspections
-
Photo upload systems
-
Notifications and alerts
-
Integration with existing portals
-
Grassroots-level development planning tools
Officials stated that the platform will reduce dependence on desktop-based systems and allow field-level implementation and monitoring directly through mobile devices.
Real-Time Monitoring and Transparency
The PM-AJAY Portal will function as the central digital command platform for the scheme and will enable milestone-linked fund flows and implementation tracking.
For the Adarsh Gram component, the portal provides:
-
National-level dashboards
-
State-level monitoring systems
-
District-level tracking mechanisms
The system will monitor model village development against 50 measurable socio-economic indicators spread across 10 developmental domains.
Officials said the portal automates milestone-linked tracking as soon as Village Development Plans (VDPs) receive digital approval.
Stronger Monitoring of Livelihood and Skill Development Programmes
For the Grant-in-Aid component focused on skilling and employment generation, the portal acts as a centralized Management Information System (MIS).
The MIS aggregates state-wide data to monitor:
-
Financial allocations
-
Fund utilization
-
Livelihood programmes
-
Employment-oriented schemes
-
Skill development interventions
This is expected to improve coordination between the Centre, states, districts, and implementing agencies.

The Minister emphasized that digital transformation would help improve governance efficiency while ensuring faster and more accountable implementation of welfare initiatives.
He also administered pledges related to:
-
Senior Citizen Welfare
-
Nasha Mukt Bharat (Drug-Free India) campaign
during the event.
Secretary Highlights Importance of Digital Integration
Secretary of the Department of Social Justice and Empowerment Shri Sudhansh Pant explained various operational aspects of the PM-AJAY Portal and AJAY Mobile App during the programme.
Officials noted that integrating multiple welfare components into a unified digital platform will significantly improve coordination, planning, reporting, and implementation monitoring.
Focus on Grassroots Governance and Inclusion
The mobile application is expected to support a wide range of stakeholders involved in scheme implementation, including:
-
Ministry officials
-
State authorities
-
District administrations
-
Implementing agencies
-
Inspection officers
-
Hostel administrators
-
Field-level functionaries
The government believes that strengthening grassroots digital governance can improve delivery outcomes for marginalized communities and ensure more effective implementation of social justice programmes.
Digital Welfare Administration Becoming Priority
The launch of the PM-AJAY Portal and Mobile App reflects the growing focus on technology-enabled welfare administration in India.
Experts note that digital governance systems can help improve:
-
Transparency
-
Real-time monitoring
-
Data-driven decision-making
-
Accountability
-
Speed of implementation
-
Citizen accessibility
As India continues expanding digital public infrastructure, welfare schemes are increasingly being integrated with mobile governance, centralized monitoring platforms, and real-time reporting systems.
The PM-AJAY digital initiative is expected to play an important role in improving implementation efficiency and socio-economic outreach for Scheduled Caste welfare programmes across the country.
