Govt Launches AI-Powered ‘Samadhan Didi’ Chatbot to Revolutionize Public Grievance Redressal
Speaking at the launch event, Dr. Jitendra Singh described the introduction of the AI-enabled voice chatbot as a major milestone in the democratization of public grievance redressal.

In a significant step toward strengthening citizen-centric governance and making public services more accessible, the Government of India has launched "Samadhan Didi," an Artificial Intelligence-enabled voice chatbot integrated with the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). The innovative platform aims to simplify the grievance filing process by allowing citizens to register complaints through voice interactions in their preferred language.
The chatbot was launched in New Delhi by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State for the Prime Minister's Office, Department of Atomic Energy, Department of Space, and Personnel, Public Grievances and Pensions.
Developed by the Department of Administrative Reforms and Public Grievances (DARPG) in collaboration with Bhashini, the Government's multilingual language technology initiative, the AI-powered chatbot is expected to transform how citizens engage with government grievance mechanisms and further strengthen India's digital governance ecosystem.
A New Era of Citizen-Centric Governance
Speaking at the launch event, Dr. Jitendra Singh described the introduction of the AI-enabled voice chatbot as a major milestone in the democratization of public grievance redressal.
According to the Minister, the initiative reflects the Government's commitment to making governance more accessible, transparent, and user-friendly. He emphasized that under the leadership of Prime Minister Narendra Modi, governance reforms have consistently focused on placing citizens at the centre of service delivery.
The Minister noted that while digital transformation has improved access to public services, the next stage of governance reform involves ensuring that technology becomes easier for ordinary citizens to use, regardless of their educational background, digital literacy level, or language preference.
He stated that the launch of Samadhan Didi represents a move toward an "Ease of Using" approach, where citizens can interact with government systems naturally and conveniently.
Artificial Intelligence Driving Governance Transformation
Dr. Jitendra Singh highlighted the growing role of Artificial Intelligence in public administration and citizen engagement.
He observed that AI technologies are helping transform grievance redressal systems by making them faster, more responsive, and more efficient. By automating several processes traditionally handled manually, AI can improve both the quality and speed of grievance resolution.
The Minister explained that AI-powered tools are increasingly enabling governments to better understand citizen concerns, route issues to appropriate authorities, and provide more effective responses.
According to him, the integration of artificial intelligence into grievance management is helping create a more inclusive governance framework where citizens can participate more easily in public administration and receive timely support.
Expanding Access to the Last Mile
A key objective of the chatbot is to ensure that grievance redressal services reach citizens across all regions of the country, including those living in remote and underserved areas.
Dr. Jitendra Singh emphasized that the initiative reflects the Government's "Whole of the Nation" approach, which seeks to ensure that technological innovations benefit every citizen.
He encouraged state governments and public institutions to adopt similar AI-driven, voice-assisted solutions within their own grievance redressal platforms. By integrating technologies such as Samadhan Didi into state-level systems, governments can significantly improve outreach and accessibility.
The Minister stressed that technology should serve as a bridge between citizens and public institutions, particularly for individuals who may face barriers in accessing digital services through traditional text-based platforms.
Remarkable Growth of CPGRAMS
During his address, Dr. Jitendra Singh highlighted the remarkable transformation of the CPGRAMS platform over the past decade.
When the current government assumed office in 2014, approximately two lakh grievances were registered annually through the system. At that time, public participation in the grievance redressal mechanism remained relatively limited.
Following a series of reforms and modernization initiatives, the platform has witnessed unprecedented growth. Today, CPGRAMS receives more than 25 lakh grievances every year, making it one of the largest citizen grievance management systems in the world.
The Minister attributed this increase to growing public trust in the responsiveness and effectiveness of government institutions.
He also noted that grievance disposal rates have improved significantly, with resolution rates now exceeding 95 percent, reflecting stronger accountability and administrative efficiency across departments.
Breaking Language Barriers Through Technology
One of the most significant features of Samadhan Didi is its multilingual capability.
India's linguistic diversity has often posed challenges for citizens attempting to access government services. Recognizing this, the Government has integrated the chatbot with Bhashini's advanced language technologies to support interactions in multiple Indian languages.
Dr. Jitendra Singh emphasized that language should never become a barrier to accessing government services.
According to the Minister, India's linguistic diversity should be viewed as a strength that enhances inclusivity rather than an obstacle to participation. He stated that the chatbot embodies the vision of a technologically empowered and self-reliant India where every citizen can communicate with government institutions in their own language.
Expanding Support Beyond Constitutional Languages
The Minister announced that efforts are underway to further expand linguistic accessibility within the CPGRAMS platform.
Currently, the system supports all 22 languages recognized under the Eighth Schedule of the Constitution of India. However, plans are already in motion to include additional regional and indigenous languages in a phased manner.
Among the languages being considered for integration are Bhojpuri, Garo, Khasi, Mizo, and Bodhi, among others.
This expansion aims to ensure that citizens from diverse linguistic communities can access grievance redressal services without facing language-related challenges.
Officials believe that greater linguistic inclusion will help improve citizen participation, particularly among populations that may not be comfortable communicating in more widely used official languages.
How Samadhan Didi Works
The newly launched chatbot introduces a simplified approach to grievance registration.
Rather than requiring citizens to navigate complex forms or identify the correct ministry, department, category, or sub-category for their complaint, the chatbot allows users to simply describe their issue through a voice conversation.
The AI system listens to the citizen's concern, asks relevant follow-up questions when necessary, and automatically determines the appropriate government authority responsible for addressing the issue.
It then categorizes the grievance and files it with the correct department, significantly reducing the burden on citizens and minimizing the risk of incorrect submissions.
This voice-based interface is particularly beneficial for users with limited digital literacy, elderly citizens, rural populations, and individuals who may find traditional online forms difficult to navigate.
Powered by Bhashini and Secure Government Infrastructure
The chatbot combines Bhashini's multilingual language processing capabilities with advanced grievance-classification models trained using CPGRAMS data.
This integration enables the system to accurately understand complaints submitted in various Indian languages while ensuring that grievances are correctly categorized and routed.
Officials emphasized that the platform has been developed entirely within secure government infrastructure, ensuring strong safeguards for citizen data and privacy.
By maintaining control over data processing within government systems, authorities aim to build public confidence while protecting sensitive personal information.
Live Demonstration Showcases Multilingual Capability
During the launch event, officials conducted live demonstrations of Samadhan Didi's capabilities.
The chatbot was tested in several Indian languages, showcasing its ability to understand voice inputs, engage in natural conversations, and successfully register grievances across different linguistic contexts.
The demonstrations highlighted the system's potential to significantly improve user experience while making government services more accessible and efficient.
Senior government officials, including DARPG Secretary Nivedita Shukla Verma, Additional Secretary Puneet Yadav, and representatives from Bhashini, attended the launch ceremony and participated in discussions on the future of AI-enabled governance.
A Global Model for Digital Governance
Dr. Jitendra Singh noted that CPGRAMS has increasingly been recognized as a model of citizen-centric governance at the international level.
He stated that the integration of AI technologies such as Samadhan Didi further strengthens India's position as a leader in digital public infrastructure and technology-enabled governance.
The chatbot represents a broader effort to leverage emerging technologies to improve transparency, accountability, efficiency, and public trust in government institutions.
As governments worldwide explore the use of artificial intelligence in public services, initiatives like Samadhan Didi demonstrate how technology can be harnessed to create more inclusive, accessible, and responsive governance systems.
By enabling citizens to speak directly to government systems in their own language and receive timely support, the new platform marks an important milestone in India's journey toward digitally empowered governance and improved public service delivery.
