The urgency has been amplified by Russia's war in Ukraine, with Kyiv eager to solidify its position in Europe's political landscape. Traditionally, joining the EU involves extensive negotiations and legal reforms, but the proposal seeks to offer tangible benefits to candidate countries in advance.

The plan suggests participation in EU student and research programs and potential integration into areas like energy and industry, contingent on meeting EU standards. Discussions also explore allowing Western Balkan and Moldovan representatives in EU meetings without voting rights, echoing a similar offer to Ukraine as an interim membership step.
