South Africa's Minister of Justice and Constitutional Development, Mmamoloko Kubayi, is leading a key regional meeting aimed at strengthening legal cooperation and promoting the rule of law across Southern Africa. Kubayi is chairing the Southern African Development Community (SADC) Committee Meeting of Ministers of Justice and Attorneys General in Victoria Falls, Zimbabwe. The gathering has brought together Justice Ministers, Attorneys General and senior legal officials from member states to discuss legal issues affecting the region and review progress on the implementation of SADC agreements.

The meeting forms part of ongoing efforts to ensure that regional laws and legal frameworks are applied consistently across the 16-member bloc, supporting deeper integration and cooperation among member countries.

Focus on Regional Legal Frameworks and Governance

Delegates are examining a range of issues linked to the interpretation and application of the SADC Treaty, SADC Protocols and other regional legal instruments. International law matters and broader justice sector challenges are also on the agenda. The discussions provide member states with an opportunity to assess how regional legal commitments are being implemented and to identify areas where cooperation can be strengthened.

Officials believe that a common understanding of legal frameworks is essential for promoting stability, improving governance and supporting economic and social development across the region. The meeting also allows countries to exchange experiences and explore solutions to legal and administrative challenges that affect multiple member states.

Rule of Law Seen as Key to Regional Progress

Addressing delegates ahead of the meeting, Kubayi highlighted the importance of maintaining consistency in the interpretation of regional legal instruments and ensuring that legal systems support the broader goals of the SADC community. She said the gathering offers an important platform for constructive engagement among member states and provides an opportunity to address shared socio-economic challenges through stronger legal cooperation.

According to Kubayi, strengthening the rule of law remains central to achieving the region's development goals and advancing regional integration. The Committee Meeting of Ministers of Justice and Attorneys General serves as one of SADC's principal legal coordination structures. Decisions and recommendations emerging from the meeting are expected to contribute to improved cooperation among member states, stronger governance frameworks and more effective implementation of regional agreements. As Southern African countries continue to pursue closer political, economic and social ties, legal cooperation is increasingly viewed as a critical foundation for sustainable regional development and stability.
