Participating in the debate, Prasanna Acharya of BJD said that this year the country is celebrating the 150th birth anniversary of Mahatma Gandhi and the asked the government to add ahimsa (non-violence) in the preambles of the Indian Constitution. He also asked the government to pass the Women's Reservation Bill in this session to increase the representation of the women in parliament.

"Although this time 78 woman has been elected as members of parliament of the lower house this is very small comparing to 47 per cent of the total population," Acharya said adding that India is ranking far below the other developing nation in female representation. Raising concerns over the distress in the agricultural sector and the number of farmers suicides in the country, Acharya also asked the government to raise the MSP (minimum support price) of the crops.

T K Rangarajan of CPI (M) raised the issue of the electoral bonds and said no country allows foreign funding in its elections. He said the journey of development had not started in 2014 and that "this country has a history of development." After the independence of the country, several governments have brought in development including the Janata government in which Atal Bihari Vajpayee was also a part.

Manoj Kumar Jha of RJD said that "the legislative majority of the government was not a moral majority". According to him, the president address should also reflect reality.

Unemployment in this country is on the rise and agrarian crisis is looming and our Prime Minister is talking about India being a five trillion dollar economy, he said. Supporting the motion, Biswajit Daimary of BPF demanded that insurgency be ended in the North-East to effectively implement various programmes initiated by the government.

Rakesh Sinha (Nominated) attacked opposition parties for criticising the President's speech. He wondered how Opposition can criticise Aayushman Bharat and Ujjawala schemes. He said the corruption has been tackled during the Modi government and now 85 paise is reaching the people for every one rupee spent by the government.

Sinha recalled that late former Prime Minister Rajiv Gandhi had once said that of every rupee only 15 paise reached the people. Chahhya Verma of Congress said the programmes announced by the Modi government are not being implemented properly.

Shiv Pratap Shukla of BJP highlighted the achievements of the NDA government during 2014-19 and said there were no corruption charges against Prime Minister Narendra Modi and his council of ministers during the past five years. Ramdas Athawale of RPI (A) supported the motion and said the President's speech and announcements would help in the country's progress.
