The International Fund for Agricultural Development (IFAD) and the Government of Burkina Faso have signed a $59.75 million loan agreement aimed at transforming rural agriculture, strengthening food sovereignty, and improving the resilience of vulnerable farming communities facing climate shocks, insecurity, and deepening poverty.

The financing will support the Strengthening Agricultural and Rural Infrastructure for Food Sovereignty Project (ORIAM-SA), a major six-year initiative designed to modernize agricultural infrastructure, improve market access, strengthen food value chains, and boost incomes for tens of thousands of rural households across the West African nation.

The newly signed loan brings the total cost of the ORIAM-SA programme to approximately $157 million, financed jointly by IFAD, the Government of Burkina Faso, and participating communities.

The project comes at a critical moment for Burkina Faso, where rising insecurity, displacement, climate-related disasters, and chronic underinvestment in agriculture continue to threaten food production and rural livelihoods.

Project to Reach 60,000 Rural Residents Across Three Regions

Running from 2026 to 2031, ORIAM-SA will be implemented in phases across three strategic agricultural regions:

  • Djôrô (Southwest Region)

  • Guiriko (Hauts-Bassins Region)

  • Tannounyan (Cascades Region)

The initiative is expected to directly benefit around 60,000 rural residents, including women, young entrepreneurs, internally displaced persons (IDPs), and people living with disabilities.

By combining climate-resilient infrastructure development with training, financial inclusion, and market integration, the programme aims to strengthen agricultural productivity while reducing poverty and food insecurity in some of the country's most vulnerable rural zones.

"ORIAM-SA reflects IFAD's strong commitment to supporting Burkina Faso in building resilient food systems that prioritize inclusion, climate adaptation and rural transformation," said IFAD President Alvaro Lario.

"By strengthening agricultural infrastructure and promoting inclusive value chains, we are helping rural communities increase productivity, generate incomes and improve food security," he added.

Climate Change and Insecurity Intensify Pressure on Agriculture

Burkina Faso's agricultural sector remains the backbone of the economy, employing more than 80 percent of the population.

However, the sector faces severe structural challenges, including low productivity, limited mechanization, weak infrastructure, insufficient agricultural inputs, and poor access to financial services and markets.

Climate change has intensified these pressures through irregular rainfall, droughts, flooding, land degradation, and declining soil fertility, while ongoing insecurity linked to armed violence and displacement has disrupted farming activities across several regions.

According to international humanitarian agencies, food insecurity in Burkina Faso remains alarmingly high, affecting approximately 12 percent of the population, while millions continue to require humanitarian assistance.

The growing number of internally displaced people has placed additional strain on already fragile rural economies and food systems.

Analysts say investments in climate-resilient agriculture are becoming increasingly critical for stabilizing livelihoods and preventing further humanitarian deterioration across the Sahel region.

Focus on Climate-Resilient Infrastructure and Inclusive Growth

A central component of ORIAM-SA will be the construction and rehabilitation of climate-resilient agricultural and market infrastructure aimed at improving food production and reducing post-harvest losses.

The project will also support:

  • Rural road and market access improvements

  • Irrigation and water management systems

  • Agricultural storage and processing facilities

  • Capacity-building and business planning support

  • Access to rural finance and financial services

  • Partnerships with private-sector actors

The initiative includes a built-in contingency mechanism that can rapidly respond to climate-related disasters or security shocks affecting rural communities.

Development experts say integrating resilience mechanisms into agricultural programmes is increasingly essential in regions exposed to both environmental and conflict-related disruptions.

Women and Youth at the Center of Agricultural Transformation

The project places strong emphasis on social inclusion and economic empowerment.

According to IFAD, 50 percent of participants will be women, while another 50 percent will come from youth-led rural cooperatives and microenterprises.

The programme aims to increase women's participation across agricultural value chains while helping young entrepreneurs access training, financing, and market opportunities.

Women in Burkina Faso play a major role in agriculture and food production but often face limited access to land ownership, credit, technology, and formal markets.

Similarly, youth unemployment and economic exclusion remain major challenges across rural communities, contributing to migration pressures and social instability.

By promoting inclusive agricultural development, ORIAM-SA seeks to strengthen local economic resilience while expanding opportunities for traditionally underserved groups.

Key Agricultural Value Chains Targeted

The project will focus on strengthening several priority agricultural sectors considered vital to Burkina Faso's food security and economic diversification goals.

These include:

  • Rice

  • Cassava

  • Maize

  • Vegetables

  • Poultry

  • Pork production

The initiative aims to improve productivity, strengthen processing capacity, increase market competitiveness, and create marketable surpluses capable of generating higher incomes for farming households.

Agricultural economists note that improving domestic value chains could also help reduce Burkina Faso's dependence on imported food products while enhancing rural employment opportunities.

Programme Aligns With National Food Sovereignty Goals

ORIAM-SA aligns closely with Burkina Faso's broader national development priorities, including the government's Lijeeguoli Initiative, which focuses on achieving greater food self-sufficiency and strengthening domestic agricultural production.

The programme is also aligned with IFAD's Country Strategic Opportunities Programme (COSOP), which emphasizes rural transformation, poverty reduction, climate adaptation, and inclusive economic growth.

The initiative builds on lessons learned from earlier IFAD-supported projects in Burkina Faso, particularly the importance of integrating infrastructure development with land tenure security, financial inclusion, and local governance reforms.

As the Sahel region confronts mounting climate pressures, insecurity, and food crises, international development institutions increasingly view resilient agriculture as central to long-term stability and economic recovery.

For Burkina Faso's rural communities, the success of ORIAM-SA could prove critical in strengthening livelihoods, reducing hunger, and restoring hope in regions heavily impacted by poverty and displacement.
