Former Prime Minister Boyko Borissov, whose center-right GERB party garnered the most votes in Bulgaria's parliamentary election, invited political opponents on Thursday to hold talks to form a new government.

Speaking at his party's headquarters, Borissov said he doesn't want to be prime minister, but emphasized that the government would only materialize if his party names the prime minister. He proposed an expert Cabinet while insisting on retaining the ministries of foreign affairs and defense for GERB.

Borissov warned that failure to meet these conditions and a focus on revenge could lead Bulgaria to another election in September.
