It marked the first Philippine government supply trip to the Second Thomas Shoal since the recent deal between China and the Philippines to avert clashes. The Department of Foreign Affairs in Manila praised the professionalism of the Philippine navy and coast guard.
Chinese and Philippine coast guards communicated for coordination, abstaining from their usual radio challenges. This marked a significant change in behavior, as Chinese ships did not shadow or block Philippine vessels. The deal, reached by diplomats from both countries, has not yet been made public.
