Kremlin spokesman Dmitry Peskov criticized Kyiv for targeting civilian structures and emphasized preemptive defensive measures to shield Moscow and its periphery. During a visit to Moscow, OSCE Secretary General Feridun Sinirlioglu was shown the attack's aftermath, highlighting the residential damage.
