India Boosts Indoor Mobile Connectivity with New Rating System
India's TRAI introduces a star-rating system for properties to enhance indoor mobile connectivity. The framework, vital for 5G tech and smart infrastructure, includes fiber, Wi-Fi, and more. The Telecom Regulatory Authority of India (TRAI) has highlighted the pressing need to enhance indoor mobile data connectivity, as nearly 70 to 80 percent of India's mobile data is utilized indoors. Despite this, significant coverage gaps persist within many premises, according to TRAI Chairperson Anil Kumar Lahoti on Monday.
In addressing these gaps, the introduction of advanced technologies such as 5G necessitates meticulous planning of Digital Connectivity Infrastructure (DCI). This includes crucial components like fiber entry, ducting, cable trays, rooftop access, and Wi-Fi readiness, becoming as vital as electricity and water supply within core infrastructure planning, Lahoti stated in an online session.
TRAI has moved forward by notifying the Regulations, 2024, which introduce a voluntary star-rating system for properties. Released on August 13, 2025, the Manual for Assessment of Digital Connectivity aims to guide these evaluations. Furthermore, TRAI has already registered eight Digital Connectivity Rating Agencies (DCRAs) to implement this framework, with more applications under assessment.
The framework's introduction and implications were the focus of an interactive session attended by members of The Forum of Indian Regulators (FoIR) and key representatives from various regulatory bodies. Over 80 senior officers took part, exploring the integration of digital connectivity across sectors such as finance, education, and transportation.
Ravi Mital, FoIR Honorary Chairperson and IBBI Chairman, praised TRAI's initiative and stressed its necessity for sectors like healthcare and housing. He called for cross-sector collaboration to integrate digital readiness into planning and governance frameworks, aligning with national objectives such as Digital India and the Smart Cities Mission.
