The International Labour Organization (ILO) has launched ReguLens, an AI-powered digital platform designed to help employers and business membership organizations (EBMOs) respond faster and more effectively to new laws and regulatory proposals. Amid increasingly complex and fast-moving policy environments, EBMOs often struggle with limited staff resources and the rising volume of detailed, technical regulations. ReguLens was created to bridge this capacity gap.


Why ReguLens Matters for EBMOs

Employers’ organizations frequently face pressure to analyse regulatory proposals quickly, yet traditional analysis requires:

  • Reading lengthy, technical documents

  • Assessing potential impacts on businesses

  • Consulting member companies

  • Mapping relevant stakeholders

  • Designing an advocacy or lobbying strategy

This process often takes days or weeks, leading to delayed responses, incomplete analysis or missed opportunities for policy influence.

  • Advocacy style

  • Preferred technical language

ReguLens then adapts its analysis to deliver outputs aligned with the organization’s reality—providing customized insights and recommendations rather than generic summaries.


Delivering Practical Outputs for Advocacy

ReguLens delivers actionable insights that help EBMOs move quickly from understanding to strategy. Outputs include:

  • Impact assessment of proposed laws or regulations on businesses

  • Identification of inconsistencies or contradictions with existing legislation

  • Stakeholder mapping to guide lobbying and policy engagement

Early Validation: Pilots in 20 Countries

ReguLens was piloted among EBMOs in roughly 20 countries. In one example from Latin America, an organization compared ReguLens outputs with its own in-depth policy analyses. The findings showed that:

  • The analysis was generated in a fraction of the time

This early evidence suggests ReguLens can serve as a credible technical support tool, especially useful when organizations must respond quickly to evolving legislative agendas.


Looking Ahead: Enhancements Planned for 2026

User feedback from the pilot phase is shaping the next development cycle. Two major upgrades are planned:

1. Comparative Regulatory Benchmarking

A new feature will allow organizations to compare their country’s regulatory framework with similar economies—supporting more robust and contextual advocacy.

2. Expanded Customization and Document Libraries

Organizations will be able to upload larger internal libraries of documents and references, enabling richer, more tailored outputs aligned with their own expertise and policy priorities.

ReguLens represents a major step forward in the ILO’s support for employers’ organizations, equipping them with cutting-edge digital tools to strengthen social dialogue, improve policy influence, and advocate more effectively for business communities worldwide.
