Historic Move: Haryana Government Ensures Job Security for Contractual Employees

The Haryana government, led by Chief Minister Nayab Singh Saini, has taken a landmark step to safeguard the employment of approximately 1.20 lakh contractual workers statewide. This historic measure aims to secure job stability for employees under the Haryana Kaushal Rojgar Nigam (HKRN) and those engaged under the outsourcing policy Part-1 and Part-2.
In a high-level meeting held in Chandigarh on Thursday, the Haryana Cabinet sanctioned the Haryana Contractual Employees (Security of Tenure) Ordinance, 2024. The newly approved ordinance will provide enhanced benefits and ensure job security for contractual workers until they reach superannuation age.
Under this ordinance, the state government is introducing measures to secure the employment of contractual workers across various departments, including Haryana Kaushal Rojgar Nigam. Employees who complete five years of service by August 15, 2024, will qualify for this benefit, receiving a basic salary equivalent to the pay scale of their respective posts. Their consolidated monthly remuneration will also be revised biannually in line with adjustments in Dearness Allowance.
The ordinance features provisions for annual increments on consolidated monthly remuneration post one year of service. Contractual workers will also be entitled to death-cum-retirement gratuity and benefits under the Maternity Act. Furthermore, families of these employees will receive health facilities under the PM-Jan Arogya Yojana-Chirayu Extension Scheme.
However, employees earning over Rs 50,000 monthly and those working under centrally sponsored schemes are excluded. Employees with more than five, eight, and ten years of service will receive additional pay increments of five, ten, and fifteen percent above the minimum pay level, respectively. Guest teachers will also benefit from the provisions of this new directive, receiving privileges not previously covered under the Guest Teachers Act.
This groundbreaking decision by the Haryana government underscores its unwavering dedication to employee welfare, marking a significant milestone in supporting its workforce.
