Ministry Launches Major Initiative to Transform Coal Mining with MDO Engagement

By leveraging the expertise of reputable MDOs, CIL seeks to enhance production capabilities and operational efficiencies, ultimately supporting India’s energy needs and economic growth.

The Ministry of Coal has initiated a significant transformation in the coal mining sector by engaging Mining Developers cum Operators (MDOs) for key projects under Coal India Limited (CIL). This initiative aims to boost coal production, reduce dependence on imported coal, and integrate advanced technology into mining operations.

Increase Coal Production: By streamlining operations and enhancing productivity, the primary goal is to significantly raise domestic coal output. MDOs will handle excavation, extraction, and delivery of coal, adhering to approved mining plans.

Modernize Mining Practices: Partnering with MDOs known for their technological expertise will introduce cutting-edge practices to modernize and improve operational efficiency in the mining sector.

Project Expansion:

Initial and Current Scope: CIL initially identified 15 coal mine projects with a combined capacity of approximately 168 million tons (MT) for MDO implementation. This has now expanded to 28 projects (18 opencast and 10 underground mines) with a total capacity of about 257 MT.

Awarding of Mines: To date, 18 mines have been awarded to leading private operators through open global tenders, marking a major milestone in this initiative.

MDO Responsibilities:

Comprehensive Management: MDOs will oversee all stages of mining from excavation to delivery. Their involvement will enhance technology use and operational efficiency.

Additional Duties: MDOs will handle Rehabilitation and Resettlement (R&R), land acquisitions, environmental clearances, and compliance with environmental standards in coordination with State and Central Pollution Control Boards.

Contract Duration: Each contract with MDOs will last for 25 years or the life of the mine, whichever is shorter, ensuring long-term stability and improvements in mining operations.
