European auditors have raised concerns over the multi-billion euro Recovery and Resilience Facility, established to help EU countries recover from the COVID-19 pandemic. The audit highlights challenges in tracing fund allocations and identifying recipients, underscoring the need for transparency in distribution.
The report reveals that significant details about private sector beneficiaries are missing, with the top 100 beneficiaries primarily consisting of government entities. Auditors encountered difficulties particularly in France, citing administrative burdens in obtaining recipient information.
Despite these findings, the European Commission defends the fund's operations, attributing governance and rules to agreements among the 27 member countries. Still, the auditors worry about potential implications for future EU budgets, emphasizing the need for clarity in milestone-based funding models.
