China's Kindergarten Policies: A Push for Assimilation in Tibet
Human Rights Watch reports China's efforts to assimilate Tibetan children through Mandarin instruction in preschools, threatening Tibetan language and culture. The 2021 Harmonisation Plan mandates Chinese-medium teaching, accelerating identity erosion. The report urges China to restore bilingual education and halt political indoctrination.
The Chinese government's recent educational policies are prompting concerns over cultural assimilation, as detailed in a report by Human Rights Watch. According to the organization, a strategic push to enforce Mandarin Chinese instruction in Tibetan preschools is eroding the region's cultural identity.
The report, titled "Start with the Youngest Children: China Uses Preschools to 'Integrate' Tibetans," highlights the 2021 Children's Speech Harmonisation plan as central to these efforts. This initiative requires all preschool education in minority regions to be conducted in standard Chinese, effectively sidelining the Tibetan language.
Human Rights Watch collected evidence from legislation reviews and interviews with Tibetans, revealing that the policy is disrupting language development and stifling cultural heritage. Parents have observed their children's reluctance to use their native language, indicating a significant cultural shift. The group's findings call for a policy reversal to ensure bilingual education and prevent political indoctrination.
