The report, titled "Start with the Youngest Children: China Uses Preschools to 'Integrate' Tibetans," highlights the 2021 Children's Speech Harmonisation plan as central to these efforts. This initiative requires all preschool education in minority regions to be conducted in standard Chinese, effectively sidelining the Tibetan language.

Human Rights Watch collected evidence from legislation reviews and interviews with Tibetans, revealing that the policy is disrupting language development and stifling cultural heritage. Parents have observed their children's reluctance to use their native language, indicating a significant cultural shift. The group's findings call for a policy reversal to ensure bilingual education and prevent political indoctrination.
