China seeks comment on draft local surtax law
China's finance ministry is seeking public opinions on a draft local surtax law, state media outlet Xinhua reported on Friday.
Under the law, three tax sources - the urban maintenance and construction tax, the education surcharge and the local education surcharge - will merge to form a local surtax, Xinhua said.
The draft law proposes a local surtax rate of 11% to 13%.
