The commission's findings were presented in the Uttar Pradesh assembly on the final day of the monsoon session.
The five-member commission, led by former Allahabad High Court judge Dilip B Bhosale, examined the April 2023 killings of the two men by assailants posing as journalists during a police escort to a medical checkup.
