In a recent address to Parliament’s National Assembly, President Cyril Ramaphosa emphasized the government's commitment to supporting smaller-scale and previously disadvantaged farmers in South Africa. The President outlined the key elements of the Agriculture and Agro-processing Master Plan, which aims to create a more inclusive and competitive sector.
Support for Small-Scale Farmers
President Ramaphosa highlighted Pillar 5 of the Master Plan, which focuses on market expansion, improved access, and trade promotion. The government is working to strengthen partnerships with established industry associations to help small, medium, and micro enterprises (SMMEs) tap into existing networks that facilitate exports. This initiative also includes assisting farmers in complying with food safety regulations through collaboration with the Perishable Products Export Control Board.
A key goal of the Master Plan is to significantly increase the share of black producers in various agricultural sectors by 2030. Specific targets include:
Grains: From 4% to 20%
Livestock: From 32% to 40%
Fruits: From 2% to 10%
Vegetables: From 15% to 29%
The Master Plan also prioritizes producer support, including financing and advisory services, to address challenges such as low throughput that hinder market access for previously disadvantaged farmers.
Housing Developments in Alexandra
In response to questions about housing solutions for Alexandra, President Ramaphosa outlined several ongoing projects aimed at improving living conditions. Plans include constructing approximately 40,000 houses in Frankenwald and Linksfield, which will benefit residents of Stjwetla and other areas in Alexandra.
Key developments include:
Relocation: Approximately 8,000 households currently in flood-prone areas are being relocated. Enumeration to identify affected households is complete, and suitable land parcels have been identified.
Linksfield Development: Secured township proclamations for 10,000 units.
Frankenwald Development: Expected to yield at least 30,000 units.
Stalled Projects: Efforts to unblock and complete stalled projects, such as Helen Joseph Hostel and KwaNobuhle Hostel, are underway.
Additional smaller projects, including Marlboro Gardens and Madala Hostel, are also progressing. The City of Johannesburg has obtained an evacuation order for households in flood-prone areas, and environmental assessments are in progress to facilitate relocation.

President Ramaphosa acknowledged the specific challenges faced in housing development in Alexandra but reassured that the government remains committed to overcoming these obstacles through a multi-faceted approach and collaboration with various stakeholders.
“The progress we are making is a testament to our commitment to improving living conditions and providing housing solutions for the people of Alexandra,” President Ramaphosa stated.
