On September 11, 2024, the Ministry of Parliamentary Affairs (MoPA) celebrated its 100-day achievements with the launch of several significant digital initiatives. The event took place at 12:00 Noon in the Main Committee Room of Parliament House Annexe, New Delhi.

Shri Kiren Rijiju, the Union Minister for Parliamentary Affairs and Minority Affairs, was warmly welcomed by Shri Umang Narula, Secretary of the Ministry of Parliamentary Affairs. In his welcome address, Dr. Satya Prakash, Additional Secretary, briefed the attendees on the new initiatives being introduced. These included advancements in legislative technology and efforts to integrate digital systems across parliamentary processes.

The upgraded National e-Vidhan Application (NeVA 2.0) was a major highlight of the launch. This new version boasts a more user-friendly interface and improved integration with state legislative processes, aiming to create a paperless legislative environment and foster real-time governance.

In response to recommendations from the 28th report of the Committee on Subordinate Legislation (COSL), the Ministry introduced the Subordinate Legislation Management System (SLMS). This new portal offers a centralized platform for stakeholders, enhancing decision-making and performance within the Committee on Subordinate Legislation.

The Consultative Committee Management System (CCMS) was also unveiled, designed to streamline interactions among the Ministry of Parliamentary Affairs, administrative ministries, and Members of Parliament. This system ensures real-time access to information and documents, promoting a paperless and efficient workflow.

The NYPS Portal 2.0 was launched with an expanded scope, now open to all citizens, which aims to significantly increase participation. Additionally, a new scheme for the National Youth Parliament Competition was introduced for students at Eklavya Model Residential Schools (EMRSs). This initiative seeks to strengthen democratic values, develop tolerance for diverse viewpoints, and familiarize tribal students with parliamentary procedures.

During the event, six key digital platforms were inaugurated by Shri Kiren Rijiju:

NeVA Mobile App version 2.0

NYPS Portal 2.0

NYPS for Eklavya Model Residential Schools (EMRSs)

Subordinate Legislation Management System (SLMS)

Consultative Committee Management System (CCMS)

Dignitaries from state assemblies of Gujarat, Haryana, Bihar, Tamil Nadu, Punjab, and Meghalaya shared their positive experiences with NeVA, praising it for making legislative processes more transparent and efficient.

Shri Kiren Rijiju highlighted the Ministry's crucial role in national digital integration, emphasizing the goal of achieving a "One Nation One Application" vision through NeVA. He encouraged other state legislatures to adopt the platform to fully realize this vision.

The Minister also stressed the importance of engaging youth with parliamentary systems, commending the NYPS for Eklavya Model Residential Schools for its role in educating tribal students about parliamentary functioning.

In closing, Shri Rijiju expressed his gratitude to the MoPA team and the state legislatures for their contributions to these digital advancements. Dr. Satya Prakash concluded the event by thanking the Minister and all participants for their dedication, marking a successful milestone in the Ministry's 100-day initiative under the Vikshit Bharat Vision 2047.
