Improvements to the regulation of shooting clubs and ranges are set to take effect following the successful first reading of the Arms (Shooting Clubs, Shooting Ranges and Other Matters) Amendment Bill, according to Associate Justice Minister Nicole McKee.

"This package of reforms will enable simple and effective regulation of pistol and non-pistol shooting clubs and ranges, prioritizing public safety," Minister McKee stated.

She emphasized the importance of shooting clubs and ranges in providing a safe environment for New Zealanders to learn, practice, and compete in shooting sports. However, McKee noted that changes implemented in 2020 had overreached, negatively impacting the viability of some ranges. "The changes imposed went beyond what was necessary to keep the public safe and instead jeopardized the future of some ranges," she explained.

The Minister reiterated the Government's commitment to transparency and public involvement, announcing that with the Bill progressing to the select committee stage, New Zealanders will have the opportunity to voice their opinions on the firearms reforms.

Key provisions of the Bill include:

Maintaining Regulatory Requirements: While the regulatory requirements for pistol clubs and ranges will remain in place, the Bill aims to streamline annual reporting obligations.

Simplifying Non-Pistol Regulations: Non-pistol clubs and ranges will see a simplification of regulatory requirements by replacing existing approval and certification systems with a more effective enrollment system.

Incorporation Requirements: Non-pistol clubs will only need to be incorporated if they sell ammunition unless all ammunition sold is used on the same day at the club range or event, and not removed from the premises.

Temporary Non-Pistol Ranges: The legislation will support the operation of temporary non-pistol ranges, allowing clubs to hold events, provided the Firearms Safety Authority is notified.

Inspection Protocols: The Bill aims to clarify when compliance inspections can take place and what materials can be removed during such inspections, reducing the operational burden on club operators.

Minister McKee highlighted that firearms reform is a key priority for the Government and that the announcement aligns with commitments made in the National-ACT coalition agreement. "I encourage everyone to have their say through the select committee process," she concluded, inviting public participation in shaping the future of shooting sports regulation in New Zealand.
