While the purpose of Rudenko's visit remains undisclosed, it coincides with growing tensions surrounding Russia's war in Ukraine. NATO and South Korea have voiced concerns over potential North Korean involvement in the conflict, siding with Moscow.
Rudenko, known for nurturing Russia's ties with North Korea since the invasion of Ukraine, previously participated in peace negotiations with Ukraine. He emphasized the importance of Russia's geopolitical priorities in the post-Soviet space in late 2021.
