e-Shram Portal: Transforming Social Security Access for Unorganised Workers

The Ministry of Labour and Employment launched the e-Shram portal (eshram.gov.in) on 26th August 2021 to establish a comprehensive National Database of Unorganised Workers (NDUW), linked with Aadhaar. The initiative aims to register and support unorganised workers by providing them with a Universal Account Number (UAN) on a self-declaration basis. As of 3rd March 2025, more than 30.68 crore unorganised workers have registered on the portal, with 53.68% of them being female.
Launch of e-Shram – “One-Stop-Solution”
In alignment with the vision outlined in the Budget Announcement, the Ministry of Labour and Employment introduced the e-Shram – “One-Stop-Solution” on 21st October 2024. This upgraded platform integrates various social security and welfare schemes under a single portal, allowing registered unorganised workers to access benefits efficiently and track their entitlements.
Integration of Government Welfare Schemes
Currently, 13 central government schemes have been integrated with e-Shram, enabling seamless access to social security benefits. These include:
- Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PM-SVANidhi)
- Pradhan Mantri Suraksha Bima Yojana (PMSBY)
- Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)
- National Family Benefit Scheme (NFBS)
- Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)
- Pradhan Mantri Awas Yojana – Gramin (PMAY-G)
- Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)
- Pradhan Mantri Awas Yojana – Urban (PMAY-U)
- Pradhan Mantri Matsya Sampada Yojana (PMMSY)
- Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY)
Enhanced Accessibility through Multilingual Support
To improve accessibility and inclusivity, the Ministry of Labour and Employment launched multilingual functionality on 7th January 2025 through the Bhashini platform. This enhancement allows users to interact with the portal in 22 Indian languages, ensuring greater reach among workers across the country.
Launch of e-Shram Mobile Application
The Ministry further enhanced service delivery by launching the e-Shram mobile application on 24th February 2025. This mobile app provides real-time access to welfare schemes integrated with e-Shram, making it easier for workers to access and track their benefits conveniently.
Awareness and Outreach Initiatives
To ensure widespread awareness and registration of unorganised workers, the Ministry has taken several initiatives, including:
- Periodic review meetings with States/UTs
- Regular engagement with Common Services Centre (CSC)
- Integration with National Career Service (NCS) and Skill India Digital Portal to provide employment and skilling opportunities
- Integration with Pradhan Mantri Shram Yogi Maandan (PMSYM) to facilitate pension scheme enrolments
- Collaboration with myScheme portal for a unified government scheme search and discovery
- SMS campaigns for awareness creation
- Social media campaigns to encourage registrations
- Onboarding of State Seva Kendras (SSKs) and CSCs to assist in registrations
- Integration with Unified Mobile Application for New-age Governance (UMANG app) to provide mobile-friendly registration and update facilities
Future Prospects
The e-Shram portal is poised to become the centralized platform for unorganised workers, ensuring enhanced accessibility to social security benefits, employment opportunities, and welfare schemes. With continuous technological advancements and policy initiatives, e-Shram is set to redefine social security inclusion in India.
