Judges highlighted that thousands were killed in a prolonged campaign with identifiable patterns in the locations, methods, and profiles of victims and perpetrators.

Furthermore, the court states that Duterte is being held accountable for facilitating these crimes by providing the DDS with resources and incentives, while ensuring impunity for those involved. Despite withdrawing from the ICC in 2019, the Philippines remains subject to jurisdiction for crimes allegedly committed prior to its exit.
