July 2, 2025 In a significant step toward transforming public administration in India, the Mission Karmayogi team, comprising senior officials from the Capacity Building Commission (CBC) and Karmayogi Bharat, met with Shri Jishnu Dev Varma, the Governor of Telangana, to discuss the progress and future roadmap of the Mission in the state. The high-level interaction held at Raj Bhavan, Hyderabad, was part of a broader engagement to institutionalize capacity building among civil servants in alignment with the Government of India's vision for a citizen-centric, agile, and tech-savvy bureaucracy.

The delegation included:

  • Dr. Alka Mittal, Member (Administration), Capacity Building Commission

  • Ms. Navneet Kaur, Director, Capacity Building Commission

  • Ms. Soumi Banerjee, General Manager, Karmayogi Bharat

The team provided a comprehensive briefing to the Governor on Mission Karmayogi’s implementation progress in Telangana, and received valuable guidance and encouragement to continue the initiative with renewed vigour.

Governor Affirms Support for a Future-Ready Bureaucracy

Governor Jishnu Dev Varma expressed strong appreciation for the goals of Mission Karmayogi, particularly its focus on competency-based learning, technology-led transformation, and improving service delivery at all levels of governance. He lauded the initiative as a timely and vital reform that equips civil servants to meet the dynamic expectations of governance in the 21st century.

The Governor reiterated the need to align training and learning with real-world challenges, encouraging collaboration between state training institutions and Karmayogi Bharat to tailor learning pathways to Telangana’s development goals.

Strategic Meeting with Chief Secretary and Senior Officials

Earlier in the day, the Mission Karmayogi team held an in-depth strategy meeting with Shri K. Ramakrishna Rao, Chief Secretary, Government of Telangana, and senior department heads. The meeting focused on developing a state-wide approach to civil service training and capacity building, ensuring alignment with Mission Karmayogi’s national vision.

Dr. Alka Mittal presented the framework of Mission Karmayogi, highlighting its guiding principles:

  • Transitioning from rule-based to role-based HR management

  • Fostering individual learning ownership among civil servants

  • Institutionalizing lifelong learning in public service

  • Leveraging digital platforms like iGOT Karmayogi for large-scale access

iGOT Karmayogi: Enabling Anytime-Anywhere Learning

A major highlight of the discussions was the iGOT Karmayogi platform — a flagship digital platform that enables civil servants to access training anytime, anywhere, across thematic domains. The platform currently hosts over 700+ courses and provides an ecosystem of learning resources, assessments, and competency diagnostics.

Department heads voiced their interest in using the platform to address specific training needs such as:

  • Urban governance and municipal services

  • Public health administration

  • Digital service delivery and e-governance

  • Disaster risk reduction and climate resilience

  • Ethics and public accountability

They also noted challenges around digital infrastructure, course customization, and motivating officers to adopt self-paced learning — areas which the CBC and Karmayogi Bharat team pledged to support through active collaboration and tailored solutions.

Onboarding Telangana Civil Servants: A Key Milestone

One of the pivotal decisions made during the meeting was to onboard officers from multiple departments across Telangana onto the iGOT Karmayogi platform. This state-wide integration effort will be led jointly by the Telangana State Training Institutions and departmental nodal officers, with technical and strategic support from the Capacity Building Commission.

This onboarding is expected to:

  • Enhance skills in key governance areas

  • Create personalized learning pathways

  • Build a common digital culture of continuous learning

  • Track training progress and competency outcomes via real-time dashboards

A Shared Commitment to Transformative Governance

The Capacity Building Commission conveyed sincere gratitude for the proactive engagement of the Governor’s Secretariat, the Chief Secretary’s Office, and other senior administrative stakeholders in Telangana. These collaborations reflect a shared commitment to reforming public administration, improving governance outcomes, and enabling civil servants to serve citizens more effectively and efficiently.
