BHASHINI Partners with Madhya Pradesh to Enable Multilingual AI-Driven Governance

The Digital India BHASHINI Division (DIBD) under the Ministry of Electronics and Information Technology (MeitY) participated in the Madhya Pradesh Regional AI Impact Conference 2026, held in Bhopal, marking a significant step toward inclusive and responsible adoption of artificial intelligence in governance.
The conference was organised by the Department of Science and Technology, Government of Madhya Pradesh, in collaboration with the IndiaAI Mission, and brought together policymakers, industry leaders, startups, academic institutions and central government agencies to deliberate on the role of AI in citizen-centric public service delivery.
Madhya Pradesh to Launch State AI Policy
The conference was inaugurated by Chief Minister Dr Mohan Yadav, who outlined the state’s vision of leveraging artificial intelligence to strengthen governance and improve citizen services. He announced that Madhya Pradesh will soon introduce a State AI Policy in mission mode, aimed at accelerating responsible and inclusive AI adoption across departments.
The Chief Minister highlighted the importance of multilingual digital platforms such as BHASHINI in ensuring that AI-led governance reaches citizens across linguistic and regional boundaries, particularly in a diverse country like India.
MoU Signed to Integrate BHASHINI Across State Platforms
A key outcome of the conference was the signing of a Memorandum of Understanding (MoU) between the Government of Madhya Pradesh and the Digital India BHASHINI Division, in the presence of the Chief Minister.
The MoU formalises collaboration to enable multilingual digital governance through the integration of BHASHINI’s language technologies, translation APIs and AI-powered language tools across state government digital platforms. This partnership aims to ensure wider and more equitable access to public services in multiple Indian languages.
Through this collaboration, BHASHINI will support the deployment of voice-first and multilingual AI solutions across Madhya Pradesh’s digital governance ecosystem, strengthening accessibility, inclusivity and last-mile service delivery.
Strengthening Language AI for Inclusive Governance
The partnership aligns with BHASHINI’s national mandate to embed Indian languages into India’s Digital Public Infrastructure, ensuring that linguistic diversity becomes a core strength of India’s digital transformation journey.
Shri Abhishek Singh, Additional Secretary, MeitY and CEO, IndiaAI, emphasised the critical role of language datasets in building robust and reliable AI systems. He noted that BHASHINI enables seamless multilingual translation across Indian languages, supporting effective and inclusive delivery of digital government services.
Shri Sanjay Dubey, Additional Chief Secretary, Department of Science & Technology and Department of Urban Development & Housing, Government of Madhya Pradesh, stated that integration with BHASHINI would allow state governance platforms to function seamlessly across multiple Indian languages, ensuring equitable access to digital services for citizens from diverse linguistic backgrounds.
BHASHINI’s Vision for Technology-Led Governance
BHASHINI’s role was further highlighted during the thematic session on “Technology-Led Governance for All”, featuring Shri Amitabh Nag, CEO, Digital India BHASHINI Division.
He underscored that AI adoption is a continuous journey, driven by real-world usage, citizen feedback and iterative improvement of models. He highlighted the importance of open and collaborative ecosystems, where AI systems evolve through partnerships between government, industry, academia and the wider community.
Shri Nag also emphasised that data is the foundation of artificial intelligence, and that sustained creation of high-quality language datasets is essential for building effective, scalable and inclusive language AI systems.

The engagement at the Madhya Pradesh Regional AI Impact Conference reaffirmed BHASHINI’s role as a key enabler of India’s AI-led governance vision. By integrating Indian languages into digital platforms, BHASHINI is ensuring that linguistic diversity enhances digital inclusion, strengthens citizen participation and accelerates technology-driven public service delivery across states.
